Budget 2013-14: Highlights

Following are some of the key highlights of the Union Budget 2013-14 presented by Finance Minister P Chidambaram in Parliament on Thursday:

*No change in income tax slabs

*Relief of Rs 2,000 for tax payers in tax bracket of Rs. 2-5 lakh

*10% surcharge on persons with taxable income of over Rs. 1 crore

*Tobacco products, SUVs and mobile phones to cost more

*Income limit under Rajiv Gandhi Equity Savings Scheme raised to 12 lakh from Rs 10 lakh

*First home loan of up to Rs 25 lakh to get extra interest deduction of up to Rs 1 lakh

*Duty free limit of gold import increased to Rs. 50,000 for male passengers and Rs 1 lakh for female passengers

*India’s first women’s bank to be set up by October

* Concessional six per cent interest on loans to weavers

* Rashtriya Swasthya Bima Yojana benefit extended to rickshaw pullers, auto and taxi drivers, among others

* ‘Nirbhaya Fund’ of Rs 1,000 crore to empower women and provide safety in the wake of Delhi gang-rape incident

*Fiscal deficit for 2013-14 pegged at 4.8 pc of GDP and 5.2 per cent in 2012-13

*Plan expenditure pegged at Rs 5,55,322 crore and non-Plan at Rs 11,09,975 crore

*New taxes to collect Rs 18,000 crore for government

*Voluntary Compliance Encouragement Scheme launched for recovering service tax dues

*Rs 14,000 crore earmarked for capital infusion in public sector banks in 2013-14

SB Order 02/2013

         DG Post vide OM No. 113-02/2001 - SB (SB order 02/2013) dated 26.02.2013 had revised the limit of verification of withdrawals from SB accounts at BOs and Single handed SOs by IP / ASP or PRI (P) from Rs 5000/- to Rs 10000/-

Transfer in Palakkad Postal Division

                 Sr. Supdt. of Post Offices, Palakkad Division vide memo no. B1/2/GL dated 26.02.2013 has ordered the following divisional level transfers in the cadre of HSG II / LSG Norm based / Accountant.

The postal department plans to enter the banking business with the Reserve Bank of India deciding to grant new bank licences to entities with credible track-record.

Consultant appointed

Sources said the Department of Posts, which has a strong foot print in rural areas, has appointed Ernst and Young (E&Y) as the consultant for the proposed ‘Post Bank’

“Ernst and Young is expected to submit a detailed project report by April, after which all the necessary measures will be taken up to apply for banking licence,” a source at the Ministry of Communications and Information Technology told PTI.

The sources added that the Department of Post (DoP) might need Cabinet approval for setting up Post Bank of India.

Of the 1.55 lakh post offices in the country, around 24,000 district offices may be ready to offer banking services in the next two years.

The DoP is in process of setting up 1,000 ATMs.

“Post Bank shall not only take care of the banking needs of the rural poor but shall also converge with micro-insurance and micro-remittance services of the DoP,” the source said.

As per data shared with Parliament, there were over 26 crore operational small savings accounts in post offices as on March 31, 2012, having deposits worth Rs.1.9 lakh crore.
