Review of the Special Recruitment Drive launched to fill up the backlog reserved vacancies of the Scheduled Castes, Scheduled Tribes and OBCs.

The Union Cabinet today approved the Special Recruitment Drive launched to fill up the backlog in reserved vacancies of the Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs).

The achievement of the drive was reviewed in July, 2011 by the Minister of State for Personnel, Public Grievances and Pensions as there was a large backlog of vacancies which were yet to be filled. The drive was re-launched to fill up the remaining identified backlog vacancies by the end of the financial year i.e. 31.03.2012. All Ministries/Departments were requested to make concerted efforts to ensure that the remaining backlog reserved vacancies of SCs, STs and OBCs were filled up by 31st March, 2012.

The achievement of the Special Recruitment Drive on its conclusion on 31st March, 2012, as reported by various Ministries/Departments is as follows:

(i) A total of 75,522 backlog vacancies were identified. Of these, 44,427 were in the direct recruitment quota and 31,095 in the promotion quota.

(ii) Of the 44,427 backlog vacancies in the direct recruitment quota, 28,588 have been filled up so far. The success rate in direct recruitment quota is therefore 64.35 percent .

(iii) Out of 31,095 backlog vacancies in the promotion quota, there are 11,347 vacancies (SC 4,239 & ST 7,106) for which eligible candidates are not available even in the extended zone of consideration. Therefore, it has not been found possible to fill up these vacancies. Out of the remaining 19,748 vacancies in the promotion quota, 19,446 vacancies have been filled up so far. After excluding the vacancies for which candidates are not available, achievement of the drive in respect of the promotion quota is 98.47 percent.

The Union Cabinet today approved the proposal for creation of 20,751 additional posts in the Income Tax Department in various cadres that is 1349 additional posts in the IRS cadre and 19,402 additional posts in the non-IRS cadres. This will help the Income Tax Department collect increased revenue and provide better tax payers services.

An additional expenditure of Rs. 449.71 crore per annum is likely to be incurred on creation of additional posts and upgradation of some existing posts. This additional expenditure would be more than compensated by the increased revenue of more than Rs. 25,000 crore per annum proposed to be generated as a result of this exercise.

Classifying Malayalam as ‘Classical Language’

The Union Cabinet today approved classifying Malayalam as a ‘Classical Language’ subject to the outcome of Writ Petition No. 18810 of 2008 (R. Gandhi Vs UOI & Ors) in the High Court of Judicature at Madras (Chennai).

The benefits which are extended to Classical Languages include the following :-

i) Two major annual international awards for scholars of eminence in classical Indian languages.

ii) A ‘Centre of Excellence for Studies in Classical Languages be set up.

iii) The University Grants Commission be requested to create, to start with at least in the Central Universities, a certain number of Professional Chairs for Classical Languages for scholars of eminence in classical Indian languages.

The Government has earlier notified both Telugu and Kannada as Classical Languages.

Declaration of the Year 2013 as “Water Conservation Year-2013”

The Union Cabinet today gave its approval for declaring the year 2013 as “Water Conservation Year 2013.

A number of mass awareness activities will be undertaken during Water Conservation Year 2013 with emphasis on sensitizing the masses on water related issues, encourage them to conserve and use it judiciously.

The policies and programmes of the Ministry of Water Resources will be propagated to create a sustainable society and economy.

An effective and sustained mass awareness programme will be launched with the involvement of all stakeholders to achieve the objectives identified in the National Water Policy, 2012 and National Water Mission.

Background:

Water is a natural resource, fundamental to life, livelihood, food security and sustainable development. It is also a scarce resource. India has more than 18 percent of the world's population, but has only 4 percent of world's renewable water resources with 2.4 percent of world's land area. There are further limits on utilizable quantities of water owing to uneven distribution over time, as 75 percent of annual rainfall is received in just four months. Also region wise it varies from 10 cm rainfall in Rajasthan to 1000 cm in North Eastern Region. In addition, there are challenges of frequent floods and droughts in one or the other part of the country. With a growing population and rising needs of a fast developing nation as well as the given indicators of the impact of climate change, per capita availability of water is likely to go down from 1545 cubic metre per year in 2011 to 1341 cubic metre per year in 2025. The increasing demand of water for various purposes will further strain with the possibility of deepening water conflicts among different user groups as drinking water need is going to rise by 44 percent, irrigation need by 10 percent, industry need by 81 percent respectively by 2025.

In view of this, the Ministry had prepared National Water Policy (2012), which was adopted by the National Water Resources Council headed by the Hon'ble Prime Minister on 28.12.2012. This takes cognizance of the existing situation; proposes a framework for creation of a system of laws and institutions and a plan of action with a unified national perspective. Hence, there is a need for greater awareness on water conservation for optimal usage of the existing resources.

Water Conservation is also the key objective of the National Water Mission which is one of the eight National Missions under the National Action Plan for Climate Change. This envisages conservation, minimizing wastage and ensuring more equitable distribution of water resources both across and within States through integrated water resources development and management.

POSTMASTER CADRE EXAM 2013

   CPMG Kerala letter no.No.Rectt/14-1/2013  dated the 02 .05.2013 regarding Postmaster Cadre Exam 2013 is reproduced below. 

As per DG, Posts letter No.34012/4/2012- DE dated 23^th April 2013, Limited Departmental Competitive Examination for promotion to the cadre of Postmaster Grade I  is to be held on 30^th June 2013, as per the schedule given below:-

02.                  As per the existing Recruitment Rules,  the vacancies in Postmaster Grade I shall be filled up through a limited Departmental Competitive Examination, from amongst PAs with Five years of regular service  as on 1-1-2013  in the Pay band –I,  i.e. 5200-20200, with a  grade pay of Rs 2400/-

.

03.                  The syllabus for the Postmaster Grade I Examination  is enclosed at Annexure I and the schedule  for conducting the examination is enclosed as Annexure II. 

 

04. The examination will be held in the Circle Head quarters. The APS candidates will have to take examination at the nearest center to their places of servicing. 

05. The examination will be objective type Multiple Choice Questions (MCQ) and with the use of carbonless( duplicate) Optical Mark Reader(OMR) Answer sheets.  

06.The vacancies will be notified separately . 

07 .It is intimated that as far as possible the Question Papers for the said examination(other than the General Awareness & Current affairs and Technology) will be set within the ambit of the various Postal Manuals which are made available on the India Post website/various instructions on departmental procedure issued from the Department from time to time and approved reference books notified on the syllabus at Annexure I.  HOWEVER THE EXAMINATION WILL BE HELD WITHOUT THE AID OF BOOKS.    

08.The application form kit will contain Application OMR form( Magenta Colour) instructions sheet, Acknowledgement card and envelope for mailing the application form to CMC Ltd.  

09. The following categories of officials are not eligible tp be permitted for appearing in the examination.

(a) If any disciplinary action is pending or contemplated against applicants

(b) If any punishment is current

(c ) If there is any adverse entry in the APAR/ACR in the last FIVE years.

10. Application from willing candidates may please be obtained on plain paper (Annexure III) with his service details to decide his eligibility by Divisional Office/Regional Office/Circle Office/Controlling units latest by     6-5-2013             .  Receipt of such application forms along with the details of eligible candidates at Circle Office is fixed on 10-5-2013.   A specimen copy of the same is enclosed.
